Do the Politicians' Characteristics Determine Public Expenditures on Education in the Czech Republic?

Abstract

Bakalářská práce si klade za cíl představit faktory určující výši veřejných výdajů na vzdělávání a ukazuje vztah mezi osobními charakteristikami členů Poslanecké sněmovny Parlamentu ČR a výdaji na vzdělávací systém v České republice jako podíl HDP. Práce poskytuje statisticky významný důkaz pozitivního vztahu mezi dosaženým vzděláním zákonodárců a finančními prostředky vynaloženými na vzdělávání, stejně jako dokazuje negativní vztah mezi podílem žen mezi zákonodárci a výdaji na vzdělávání. Dále byla prokázána pozitivní korelace mezi výší rozpočtů Ministerstva školství, mládeže a tělovýchovy a Ministerstva práce a sociálních věcí. Také byl zkoumán vliv složení vlády, kdy nebyly zjištěny žádné významné výsledky. Data o České republice v letech 1994 až 2023 byla posbíraná z veřejných zdrojů a analyzována pomocí metody obyčejných nejmenších čtverců.

The bachelor thesis aims to present the determinants of public expenditure on education and shows the relationship between the personal characteristics of the members of the Chamber of Deputies and the percentage of the GDP allocated to the educational system in Czechia. Statistically significant evidence of a positive relationship between the legislators'educational attainment and money allocated on education was found, as well as a negative relationship between the proportion of female legislators and educational expenditure. Additionally, positive correlation between the Ministry of Education, Youth and Sports and the Ministry of Labour and Social Affairs budgets was shown. Furthermore, the impact of the government structure was examined, although without any significant results being observed. Available online data from Czechia between 1994 and 2023 were employed and analyzed using the Ordinary Least Squares method.
