Ekonomické hodnocení investice v dopravní infrastruktuře

Abstract

In this work, I deal with external costs used in economic evaluations of transport infrastructure projects. Specifically, I measure how the results of an economic evaluation depend on the input parameters used. In the first part of my work, I analyze and compare various methods for determining the social costs of accidents and noise. In the second part of my work, I verify the official economic evaluation of the Prague - Dresden high-speed railway project using modified input data. The analysis of the methods for determining the societal costs of transportation-related accidents and noise has shown that there is no single method to be universally applicable regardless of context. The calculations performed using modified input parameters revealed high variability in the results of economic evaluations. The high degree of dependence of the results of economic evaluations on the input parameters confirms the importance of standardization of the methodology for economic evaluation of projects. V této práci se věnuji externalitám, které vstupují do ekonomického hodnocení projektů dopravní infrastruktury a sleduji závislost výsledků ekonomického hodnocení na použitých vstupních parametrech. V první části práce provádím analýzu a porovnání metod vedoucích ke zjištění společenských nákladů nehodovosti a hluku. V druhé části práce provádím verifikaci oficiálního ekonomického hodnocení projektu vysokorychlostní železnice na trati Praha - Drážďany na základě upravených vstupních údajů. Analýza metod zjišťující společenské náklady nehodovosti a hluku ukázala, že nelze určit jednu univerzální metodu použitelnou v jakémkoli kontextu. Vlastní výpočty provedené na základě úprav vstupních parametrů odhalily velkou variabilitu výsledků ekonomických hodnocení. Vysoká míra závislosti výsledků ekonomických hodnocení na vstupních parametrech potvrzuje význam standardizace metodiky pro ekonomické hodnocení projektů.
