PPP a jeho využití v sektoru dopravy : teorie vs. praxe

Abstract

Cílem práce je stanovení kritických faktoru (tzv. Critical Success Factors), které zásadne ovlivnují úspešnost projektu verejne soukromého partnerství (neboli Public Private Partnership, zkrácene PPP) v sektoru dopravy. Za tímto úcelem se práce nejprve zabývá obecnou teorií, která sleduje jak základní rysy a princip PPP, tak i výhody a nevýhody spojené s tímto konceptem realizace verejných zakázek. Následující praktická cást zkoumá príležitosti a rizika PPP v oblasti dopravních infrastruktur na základe praktických poznatku z prípadové studie úspešného projektu realizovaného formou PPP. Samotný záver práce pak stanovuje jednotlivé kritické faktory, které jsou overeny na vybraných projekt PPP z oblasti sektoru dopravy.

The main goal of the thesis is to create Critical Success Factors (in other words factors, that are essential to achieve successful project) for the Public-Private Partnerships (PPP) projects in the sector of transport. For this purpose, the first part of the thesis is considering general theory, main characteristics, advantages and disadvantages of this alternative model of public infrastructure implementation. Following practical part is studying opportunities and risks of PPP project in the transport sector in term of experience and conclusions based on case study of a successful PPP project. The final part of thesis is constructing the Critical Success Factors and verifying them on certain PPP transport projects.
