Sekuritizace gangů v Salvadoru prezidentem Nayibem Bukelem mezi lety 2019-2024

Abstract

Tato diplomová práce se zabývá násilím gangů v Salvadoru. Země se s tímto druhem násilí potýká již mnoho let od konce občanské války v zemi. Nicméně práce se zaměřuje na první funkčního období prezidenta Nayiba Bukeleho, tedy na období od roku 2019 do roku 2024. Cílem práce je zjistit, zda se Nayib Bukele ze své pozice prezidenta Salvadoru snažil sekuritizovat násilí gangů v zemi a jestli se mu to povedlo. V práci je proto použita teorie sekuritizace, konkrétně vycházím z díla autorů Barryho Buzana, Ole Wævera a Jaapa de Wilde Bezpečnost: nový rámec pro analýzu. Kromě toho práce zkoumá, jaký vliv a dopad měla sekuritizace na demokratické instituce, občanské svobody a lidská práva Salvadorců. V práci využívám kritickou diskurzivní analýzu, díky které zkoumám Bukeleho projevy na základě textové podoby a sociálního kontextu. Práce je rozdělena na teoretickou část, ve které zmiňuji teorii sekuritizace, metodologii práce včetně diskurzivní analýzy. Dále se v práci věnuji socio- politické situaci v zemi a historické zkušenosti země s gangy. Následně se podrobněji zabývám Bukeleho politikou, jeho konkrétními kroky, které podnikl k upevnění své moci v zemi. This thesis examines gang violence in El Salvador. The country has been dealing with this type of violence for many years since the end of the country's civil war. However, the thesis focuses on the first term of President Nayib Bukele, the period from 2019 to 2024. The aim of this thesis is to determine whether Nayib Bukele, from his position as President of El Salvador, has tried to securitize gang violence in the country and whether he has succeeded. The thesis therefore uses securitization theory, specifically drawing on the work of authors Barry Buzan, Ole Wæver, and Jaap de Wilde Security: A New Framework for Analysis. In addition, the thesis examines how securitization has affected and impacted democratic institutions, civil liberties, and human rights of Salvadorans. Furthermore, critical discourse analysis was used to examine Bukele's speeches on the basis of textual form and social context. The thesis is divided into a theoretical part in which I mention the theory of securitization and the methodology of the thesis including discourse analysis. Furthermore, I discuss the socio- political situation in the country and the country's historical experience with gangs.
