Abstract

Financování České televize Abstrakt Tato diplomová práce se zabývá problematikou financování České televize, která představuje, nejen pro odbornou veřejnost, velmi aktuální téma. Diplomová práce vymezuje základní pojmy dané problematiky a v návaznosti na historicko-právní exkurz a exkurz do televizního vysílání se zabývá především současnou právní úpravou. Autorka zde vymezuje např. pojmy média veřejné služby, duální systém a veřejná služba. V diplomové práci byla provedena analýza české právní úpravy a dále právní úpravy na úrovní Evropské unie a Rady Evropy. Zásadní část práce představuje financování médií veřejné služby, kde je vysvětlen pojem a funkce televizního poplatku, význam příjmů z vlastní podnikatelské činnosti České televize, a rovněž přibližuje vymáhání a vybírání televizního poplatku. Autorka provádí komparaci financování médií veřejné služby se zahraničními systémy a přibližuje zahraniční systémy financování médií veřejné služby. V práci jsou rovněž vedeny úvahy de lege ferenda, které se věnují alternativním způsobům financování médií veřejné služby. Součástí diplomová práce je shrnutí velké mediální novely, která je aktuálně projednávána v Poslanecké sněmovně. Czech Television Funding Model Abstract This thesis deals with the issue of Czech Television funding model, which is currently being debated by the professional public. The thesis defines the basic concepts of the issue and, following a historical and legal overview and an excursion into television broadcasting, it deals mainly with the current legal regulations. The thesis defines terms such as public service media, dual system and public service. It analyses the Czech legislation system and the legislation at the level of the European Union and the Council of Europe. An essential part of the thesis deals with funding of public service media, where the concept and function of the television licence fees are explained. The importance of the revenues from the business activities of Czech Television and the enforcement and collection of the television licence fees are also defined. The thesis compares public service media financing with foreign systems and presents foreign systems of public service media funding. The thesis also attempts to provide some alternative ways of public service media funding. The thesis includes a summary of the Great Media Amendment, which is currently being discussed in the Chamber of Deputies.
