Abstract

Vybrané evropské agentury jako vykonavatelé správních agend EU Abstrakt Práce "Vybrané evropské agentury jako vykonavatelé správních agend EU" si dala za cíl poskytnout přehled několika unijních agentur, které jsou decentralizovanými agenturami s přímou rozhodovací pravomocí, a to právě pohledem na ně jako na vykonavatele těchto pravomocí. Téma bylo vybráno s ohledem na absentující pokrytí těchto právních otázek v české odborné literatuře. Předpokladem bylo, že vzhledem k množství a různorodosti agentur, které jsou zřizovány různými individuálními nařízeními, mezi nimi budou existovat rozdíly, které budou mít vliv na výkon jejich rozhodovacích pravomocí a otázky s tím spojené. Práce proto stručně provedla úvod do relevantních částí unijního práva, představila unijní agentury jako subjekty EU včetně jejich historického vývoje a právních a politických limitů rozhodování těchto subjektů a následně se zabývala právní úpravou zřizující jednotlivé vybrané agentury a na závěr poskytla srovnání některých otázek relevantních pro ně jako vykonavatele správních agend s rozhodovací pravomocí. Selected European agencies as executors of EU administrative agendas Abstract The thesis "Selected European agencies as executors of EU administrative agendas" aimed to provide an overview of several EU agencies, which are decentralized agencies with direct decision-making powers, precisely by looking at them as the executors of these powers. The topic was chosen with regard to the lack of coverage of these legal issues in the Czech academic literature. It was assumed that due to number and diversity of agencies, which are established by different individual regulations, there will be differences between them which will affect the exercise of their decision-making powers and issues related to it. Therefore, the work briefly introduced the relevant parts of EU law, presented the EU agencies as EU bodies, including their historical development and the legal and political limits of decision-making by these bodies, and then it dealt with pieces of legal regulation establishing individual selected agencies. Finally, it provided a comparison of issues relevant to them as executors of administrative agendas with decision-making powers.
