dc.description.abstract	Východiska: V posledních desetiletích jsme svědky změn v regulaci konopí pro rekreační účely. Česká republika a Španělsko mají odlišné historické, kulturní a politické kontexty, které ovlivňují jejich současné právní předpisy a jejich vymáhání. Obě země mají závazky k mezinárodním úmluvám. Přesto se jejich přístupy k regulaci liší, což vede k různým modelům právní úpravy a způsobům jejich implementace v praxi. Plánované legislativní změny v obou zemích naznačují posun v jejich regulačních přístupech. Cíle: Cílem této práce je porovnat a analyzovat historické a sociální faktory ovlivňující vývoj politiky a současných legislativní rámců těchto zemí. Dalším cílem je popis právní úpravy držení a užívání konopí s důrazem na dekriminalizaci, regulaci a vymáhání práva. Dílčím cílem je zhodnotit možný vývoj budoucí podoby regulace konopí v obou zemích. Metody: Studie je kvalitativní srovnávací studií se zaměřením na obsahovou analýzu. Výzkum bude odpovídat na konkrétní otázky pro každou zemi formou případové studie, přičemž bude porovnávat historický kontext, současný právní rámec, regulační orgány, údaje o používání a politický diskurz. dc.description.abstract	Background: In recent decades, there have been changes in the regulation of recreational cannabis. The Czech Republic and Spain have different historical, cultural and political contexts that influence their current legislation and law enforcement. Both countries have obligations towards international conventions. However, their approaches to regulation differ, resulting in different regulatory models and ways of implementing them in practice. Furthermore, planned legislative changes in both countries indicate a shift in their regulatory approaches. Objectives: The aim of this study is to compare and analyse the historical and social factors influencing the development of policy and current legislative frameworks in these countries. A further aim is to describe the legal regulation of cannabis possession and use, with an emphasis on decriminalisation, regulation and enforcement. A sub-objective is to assess the possible evolution of the future shape of cannabis regulation in both countries. Methods: The study will be a qualitative comparative study, focusing on content analysis. The research will analyse secondary data.
