Slaďování rodinného a pracovního života v kontextu novely zákona o dětských skupinách

Abstract

Tato diplomová práce se zabývá novelou zákona č. 247/2014 Sb., o poskytování služby péče o dítě v dětské skupině z roku 2021. Práce je zpracována jako kvalitativní případová studie. Diplomová práce identifikuje, jak je utvářena veřejná politika směrem k cílové populaci rodin s malými dětmi a přináší porozumění tomu, proč byly v České republice, i přes snahy o jejich nahrazení jeslemi, nadále zachovány dětské skupiny jako jedna z forem předškolní péče. Analyzovány jsou zejména legislativní a strategické dokumenty, stenozáznamy a mediální výstupy politických aktérů ve sledovaném období září 2018 až srpen 2021. Teoretickou oporou práce je teorie sociální konstrukce cílových populací (SKCP) od autorek Ingram a Schneider. Analytická část práce pak vychází z tematické analýzy a analýzy rámců dle Reina a Schöna. Diplomová práce se zaměřuje na dvě cílové populace: 1) předškolní děti a 2) rodiče předškolních dětí. Byl analyzován zejména průběh jednotlivých jednaní PS PČR a Senátu PČR, na kterých byla novela schvalována, a také prvky policy designu. This diploma thesis deals with the amendment of Act No. 247/2014 Coll., on the provision of childcare services in children's group from 2021. The thesis is worked out as a qualitative case study. The thesis identifies how public policy is shaped towards the target group of families with young children and provides an understanding of why children groups have been retained as a form of early childhood education and care in the Czech Republic, despite efforts to replace them with nurseries. In particular, legislative and strategic documents, stenographic records and media outputs of policy actors in the period September 2018 to August 2021 are analysed. The theoretical background of the thesis is the social construction of target populations (SCTP) theory by Ingram and Schneider. The analytical part of the thesis is based on a thematic and frame analysis according to Reina and Schön. The thesis focuses on two target populations: 1) preschool children and 2) parents of preschool children.
