Lobbing v České republice - analýza vnímání a možností řešení regulace lobbování z pohledu relevantních subjektů

Abstract

čj - Tomáš Čáp Diplomová práce se soustředí na teoretické poznání v oblasti lobbování stejně jako na způsoby regulace tohoto celosvětového fenoménu. Téma lobbování propojuje humanitní obory napříč politologií, sociologií, ekonomií a právem, kdy každý z těchto oborů přispívá svou částí do všeobecného poznání. Jak ukazuje teoretická část, v akademické sféře neexistuje mnoho jednotících prvků co se definic týče, neboť každý politický systém pracuje s pojmy a definicemi jinak. Teoretická část se taktéž věnuje pokusům lobbování v České republice regulovat, ať z důvodu zvýšení transparentnosti a důvěry v legislativní proces. Nebo také z důvodu tlaku veřejnosti kvůli extrémně špatnému mediálnímu obrazu. Praktická část práce potom propojuje akademické poznání v oblasti lobbování a jeho regulace s výsledky výzkumu, který proběhl formou polostrukturovaných rozhovorů se zástupci klíčových odvětví a institucí pro lobbování. Práce obsahuje porovnání výsledků výzkumu s návrhem zákona o regulaci lobbování, který byl schválen vládou ČR. Výsledkem práce je soubor doporučení pro budoucí zákon o lobbování, které by měl potenciální návrh obsahovat. Takový návrh musí být administrativně nenáročný a respektovat proporcionalitu povinností mezi subjekty.

aj - Tomáš Čáp The thesis focuses on the theoretical knowledge in the field of lobbying as well as on the means of regulation of this global phenomenon. The topic of lobbying links the humanities across political science, sociology, economics and law, with each of these disciplines contributing its part to the general body of knowledge. As the theoretical section shows, there are few unifying elements in academia in terms of definitions, as each political system works with concepts and definitions differently. The theoretical part also focuses on attempts to regulate lobbying in the Czech Republic, both to increase transparency and trust in the legislative process. Or because of public pressure due to an extremely bad media image. The practical part of the thesis then links academic knowledge in the field of lobbying and its regulation with the results of research conducted in the form of semi-structured interviews with representatives of key lobbying sectors and institutions. The thesis includes a comparison of the research results with the draft law on the regulation of lobbying, which has been approved by the government of the Czech Republic.
