Ženy v politice: obsazování kandidátních listin v německých a českých parlamentních volbách

Abstract

Proces sestavování kandidátních listin má, přes relativně malý zájem veřejnosti, obrovský vliv na distribuci moci a následné chování zvolených politických zástupců. Výběr a nominace kandidátů je také základní funkcí politických stran, která je odlišuje od ostatních institucí. Vzhledem důležitosti kandidátních listin a v utváření dynamiky uvnitř stran, je na místě se zamyslet nad jejich vlivem na rovné genderové zastoupení v poslanecké sněmovně. Nominace žen na kandidátní listinu, je jedním z prvních kroků, které musí podniknou na cestě za politickou kariérou. Vzhledem k tomu, že nominace na kandidátní listiny plní tuto filtrační funkci, nabízí se myšlenka, že úpravou tohoto procesu může dojít k narovnání zastoupení jednotlivých společenských skupin v politice. Ačkoliv se však jedná o proces, který je minimálně stejně důležitý jako volby samotné, netýká se ho v porovnání zdaleka tolik pravidel a právních úprav. Tato práce se tedy věnuje analýze procesu sestavování kandidátních listin ve dvou zemích, které mají různou úroveň institucionalizace procesu sestavování kandidátních listin. Pokouší se ve vztahu s reprezentací žen na kandidátních listinách ve volbách do dolní komory parlamentu určit, jaký vliv mají jednotlivé aspekty procesu na šance žen na nominaci.

The process of drawing up lists of candidates, despite relatively little public interest, has a huge impact on the distribution of power and the subsequent behavior of elected political representatives. The selection and nomination of candidates is also a core function of political parties, which distinguishes them from other institutions. Given the importance of candidate lists and in shaping the dynamics within parties, it is worth reflecting on their impact on gender equality in the Chamber of Deputies. The nomination of women on a candidate list is one of the first steps they must take on their political career path. Given that nomination to the candidate list fulfils this filtering function, the idea that by adjusting this process, the representation of different social groups in politics can be equalized is suggested. However, while this is a process that is at least as important as the election itself, it is not affected by nearly as many rules and regulations in comparison. This paper therefore analyses the process of list-making in two countries that have different levels of institutionalization of the list-making process.
