Implementace změn právních předpisů ve spisových řádech úřadů městských částí Praha 1-Praha 10

Abstract

(in English): The diploma thesis deals with the status of municipal district authorities in Prague, legislative regulation in the field of records management and document management rules of municipal district authorities of Prague 1-Prague 10. The aim of the thesis was to make detailed analysis and critically evaluate the document management rules, records retention schedules and other internal regulations related to the records management of municipal district authorities of Prague 1-Prague 10, which were selected for the purposes of this thesis due to their size. The thesis is divived into a theoretical and a practical part. The theoretical part introduce status of municipal district authorities and their offices in the system of public administration and as public agencies, which is essential for the purposes of this thesis. Furthermore, the legal normes and their amendments regulating the records management are listed. Introducing the document management rules as the internal organizational norms was not set aside either. In the practical part, the document management rules and records retention schedule, which were provided based on a request for information, are analyzed and critically evaluated. (česky): Tato práce se zabývá postavením městských částí v Praze, legislativní úpravou v oblasti spisové služby a spisovými řády úřadů městských částí Praha 1-10. Cílem práce bylo provést detailní analýzu a kriticky zhodnotit spisové řády, spisové a skartační plány a další interní předpisy vztahující se ke spisové službě úřadů městských částí Praha 1-10, které byly pro účely této práce vybrány vzhledem ke svojí velikosti. Práce je rozdělena na teoretickou a praktickou část. Teoretická část přibližuje postavení městských částí a jejich úřadů v systému veřejné správy jako veřejnoprávních původců, což je podstatné pro účely této práce. Dále jsou vypsány právní předpisy a jejich novely upravující spisovou službu. Stranou nezůstalo ani přiblížení spisových řádů jako vnitřní organizační normy původců. V praktické části jsou zanalyzovány a kriticky zhodnoceny spisové řády a spisové a skartační plány, které mi byly poskytnuty na základě žádosti o poskytnutí informací dle zákona č. 106/2009 Sb., o svobodném přístupu k informacím. Spisové řády i spisové a skartační plány jsem porovnávala i mezi sebou a s dostupnými vzory publikovanými na stránkách Ministerstva vnitra České republiky a archivů.
