Spolupráce pěstounů, doprovázejících organizací a OSPOD při výkonu pěstounské péče

Abstract

This thesis deals with the cooperation of foster parents, Department of social and legal protection of children and accompanying organizations on the performance of foster care. The thesis contains both theoretical and practical part. The theoretical part of the thesis contains four chapters. It is based on an analysis of professional sources. The first chapter deals with the definition of basic concepts, legislative definition and a brief historical outline in the field of alternative family care. The second chapter focuses on the specifics of foster care with regard to the needs of children coming to foster families, defines the rights and obligations of foster parents and foster care benefits. The third chapter contains a basic description of social and legal protection of children in the Czech Republic and defines the role of the Department of social and legal protection of children in the context of foster care. The core of the chapter is the process of mediation of foster care. The fourth chapter describes the work of accompanying organizations and key workers. It also focuses on services provided by organizations and the process of concluding a contract on the performance of foster care. Diplomová práce se zabývá spoluprací pěstounů, OSPOD a doprovázejících organizací při výkonu pěstounské péče. Součástí práce je jak teoretická, tak praktická část. Teoretická část práce obsahuje čtyři kapitoly a vychází z analýzy odborných zdrojů. První kapitola se zabývá vymezením základních pojmů, legislativním vymezením a stručným historickým nástinem v oblasti náhradní rodinné péče. Druhá kapitola se zaměřuje na specifika pěstounské péče s ohledem na potřeby dětí přicházejících do náhradních rodin, vymezuje práva a povinnosti pěstounů a dávky pěstounské péče. Třetí kapitola obsahuje základní popis sociálně-právní ochrany dětí v České republice a vymezuje roli OSPOD v kontextu pěstounské péče. Jádrem kapitoly je proces zprostředkování pěstounské péče. Čtvrtá kapitola popisuje práci doprovázejících organizací a klíčových pracovníků. Zaměřuje se také na jednotlivé služby v rámci doprovázení a proces uzavírání dohody o výkonu pěstounské péče. Praktická část práce obsahuje metodologii a analýzu dat z provedeného výzkumu, který byl zaměřen na spolupráci pěstounů, OSPOD a doprovázejících organizací z pohledu pěstounů. Výzkum byl proveden metodou polostrukturovaných rozhovorů se čtyřmi pěstounkami. Praktická část je uzavřena diskuzí, která shrnuje výstupy z výzkumu a uvádí je do širších souvislostí.
