v anglickém jazyce Administrative defenses in the fire protection The aim of this thesis is to evaluate the current state of legal regulation of administrative offences in fire protection. With the new administrative offence law, there have been significant changes in the area of offence law, which bring many complications in the area of fire protection. The term " administrative offence" has been expanded with other significant changes have been made. Administrative offences, which previously could only be committed by natural persons, can also be committed by legal entities and natural business persons. In the first part, the thesis deals with the general principles governing the offence law and with their influence on fire protection offences. These principles are fundamental for the understanding of other offence law instances. The thesis also deals with the development of legislation in the area of fire protection. Currently, the most important laws in this area are the Fire protection law and the Fire rescue brigade law, where all fire protection administrative offences are regulated. Přestupky v oblasti požární ochrany Cílem této diplomové práce je zhodnocení aktuálního stavu právní úpravy přestupků v oblasti požární ochrany. S novým přestupkovým zákonem došlo v oblasti přestupkového práva k výrazným změnám, které v oblasti požární ochrany přinášejí mnohé komplikace. Došlo k rozšíření pojmu "přestupek" a k dalším zásadním úpravám. Přestupků, kterých se dřív mohly dopustit pouze fyzické osoby, se nově mohou dopustit i právnické a podnikající fyzické osoby. V první části se práce zabývá obecnými zásadami, kterými se přestupkové právo řídí a jaký vliv mají na přestupky v požární ochraně. Tyto zásady jsou zásadní pro pochopení dalších institutů přestupkového práva. Práce se také zabývá vývojem právních předpisů v oblasti požární ochrany. Nejdůležitější předpisy v této oblasti jsou v současnosti zákon o požární ochraně a zákon o hasičském záchranném sboru, kde se nachází úprava všech přestupků v oblasti požární ochrany. Zákon o požární ochraně však nebyl dodnes novelizován, proto nerespektuje novou obecnou úpravu přestupkového práva, což způsobuje výkladové komplikace. V hlavní části práce lze nalézt podrobnou analýzu jednotlivých přestupků v oblasti požární ochrany. U každého přestupku je uveden jeho účel a smysl konkrétního přestupku a důvod, proč zákonodárce přistoupil k jeho úpravě....
